By this point, you should have received the bids, confirmed that they are complete enough to review, compared them against the same Scope of Work, and worked through any Bid Verification Questions needed to clarify differences.

Before moving on to insurance verification and contractor selection, pause and look at the bids as a complete decision set.

This is the point where a second set of experienced eyes can be especially useful.


What The CIY Plus Bid Review Is For

A good Bid Review is not simply about identifying the lowest number.

The goal is to help determine whether the bids are:

  • Pricing the same work.
  • Based on the same assumptions.
  • Carrying comparable allowances.
  • Addressing the same exclusions.
  • Reflecting the Scope and Project Plan you developed.
  • Complete enough to support a reasonable contractor-selection decision.

Differences in price are not always differences in value.

Sometimes one contractor has included work another contractor excluded. Sometimes an allowance is carrying more risk. Sometimes a bid is simply unclear.

The purpose of the review is to help identify those differences before you commit to a contractor.

If you are a CIY Member, submit the bids you are seriously considering, along with any supporting information that will help us understand how the contractors arrived at their pricing.

The review will look for:

  • Significant differences between bids.
  • Missing or unclear Scope items.
  • Different assumptions about the work.
  • Allowances that may not be directly comparable.
  • Exclusions or qualifications that deserve additional attention.
  • Differences between the bids and the Scope or Project Plan you developed.
  • Questions that should be answered before making a selection.
